Sex Offender Checks in Clinton County
The Missouri Sex Offender Registry is the main public source for a Clinton County sex offender check. The Missouri State Highway Patrol Criminal Justice Information Services Division maintains it and updates it each day as agencies submit data. The Clinton County Sheriff's Office serves as the local registration official. That split matters. MSHP runs the public registry and its search tools, while the sheriff verifies registration information for people reporting in Clinton County.
Start with the state database for a broad public search. Use the sheriff when a Clinton County registry entry seems wrong, when local noncompliance needs to be reported, or when a registration practice needs confirmation. The registry supplements court and police records. It does not show a person's whole criminal history, and MSHP does not use the listing as an individual risk score. A careful review checks several identifiers instead of relying on one name or one map pin.

Clinton County Offender Registration Office
The Clinton County Sheriff's Office is the local point for registration and verification. Its main line is 816-539-2156, and the office is at 207 N. Main Street, Suite 6, Plattsburg, Missouri 64477. Missouri law permits a sheriff to charge up to $10 for initial registration and $5 for specified changes. Research did not confirm the sheriff's current local fee practice, so ask the office before arriving instead of treating the statutory cap as a posted Clinton County charge.
Registrants generally must report changes to name, residence, work, or student status in person within three business days. Vehicle, temporary lodging, electronic identifier, and phone changes also carry three-business-day duties. The office can verify what applies to a given registration. Administrative resources on the sheriff's forms page and public notices through the alert signup provide two more official local channels, though neither replaces the MSHP registry search.

How to Search the Missouri Sex Offender Registry
The MSHP registry search requires at least one search criterion. A name search checks true names and aliases. An address or county filter can focus the results on Clinton County, while the separate proximity map supports an address-and-distance search. Use more than one field when the name is common. A date of birth, city, or county can reduce false matches without assuming that two people with the same name are one person.
- Open the official MSHP registry and read its conditions and limits before searching.
- Enter a last name, address detail, or another permitted criterion. Choose Clinton from the county list for a local search.
- Compare the result list by name, aliases, date of birth, physical details, and jurisdiction. Do not rely on the photo alone.
- Open the full profile and read the offense, tier, status, addresses, and verification jurisdiction together.
The fields below reflect the official interface captured during research. Live dropdown choices can change, so read the current labels on the MSHP form.
| Field Label | Type | Required | Notes |
|---|---|---|---|
| Last Name | Text | One criterion | Searches true names and aliases |
| First Name and DOB | Text and date | Optional | DOB uses month, day, and year controls |
| Predator and Tier | Dropdowns | Optional | Use the live choices shown by MSHP |
| Address Type and Street | Dropdown and text | Optional | Address type matters for some statuses |
| City, County, State, ZIP | Text and dropdowns | Optional | Select Clinton for county results |
| Proximity Search | Address and distance | One location | Separate map interface with several basemaps |
Clinton County Registry Radius Map
The Missouri registry proximity map asks for a street number and name, city, state, ZIP code, and distance. It offers streets, satellite, topographic, gray, oceans, and National Geographic basemaps. This tool is useful when the question concerns a place rather than a known name. Enter the full address with care, then compare the map result with the profile details behind each result.
The map capture shows why a location search is a separate Clinton County registry route rather than just another name-search field.
A blank area is not proof that no registrant is linked to the area. MSHP warns that some addresses cannot be geocoded, which can keep a person from appearing as a map point. Data may also depend on what a registrant or local official most recently submitted. Check the result list and profile as well as the map. If a pin appears misplaced, send the concern to the sheriff or to mosor@mshp.dps.mo.gov with enough detail for the agency to review it.
Inside a Registry Profile
A Clinton County registry profile combines identity, registration, and offense information that Missouri law makes public. It can show both true names and aliases, so each name deserves review. The photograph and physical description help distinguish people with similar names, but neither should be used alone. Home, work, school, or temporary addresses appear only to the extent state law permits. The verification jurisdiction shows which local official handles the registration.
| Name and Aliases | Registered name plus public alias information used by the search. |
|---|---|
| Photo and Description | Photograph, date of birth, and permitted physical identifiers. |
| Public Addresses | Home, work, school, or temporary locations when statutorily public. |
| Offense Detail | Qualifying offense and adjudication information shown by MSHP. |
| Tier | Tier I, II, or III classification tied to verification duties. |
| Registration Status | Compliant, Non-Compliant, Pending Registration, Absconder, Incarcerated, or Moved Out of State. |
| Other Public Fields | Vehicle information, map placement, and verification jurisdiction where available. |
Social Security numbers and nonpublic registration details are not ordinary profile fields. A status also needs context. “Pending Registration” is not the same as “Non-Compliant,” and “Incarcerated” explains why an ordinary residence view may not tell the whole story.
Clinton County Registry Status Terms
MSHP uses six status labels that tell readers about current registration administration, not guilt in a new case or future conduct. “Compliant” means the record reflects current compliance. “Non-Compliant” flags a registration issue. “Pending Registration” indicates unfinished registration work. “Absconder” signals that authorities cannot locate the person for required reporting. “Incarcerated” and “Moved Out of State” describe location or jurisdiction changes.
- Compliant
- The registry reflects current compliance with listed duties.
- Non-Compliant
- A required registration duty is shown as unmet.
- Pending Registration
- The registration process is not yet complete.
- Absconder
- The registrant's location is not known to the responsible authority.
- Incarcerated or Moved
- Custody or another state may now control the person's reporting location.
When the status is unclear, call the verification jurisdiction shown on the profile. For a Clinton County entry, that will often be the sheriff. Do not infer a new offense from a label.
Missouri Registration Levels and Requirements
Missouri's three tiers set different in-person verification calendars. Tier I reports once each year in the birth month. Tier II reports in the birth month and again six months later. Tier III reports every 90 days. Removal is petition-based under Missouri law, so a calendar period should not be treated as automatic removal. The current statute controls each person's eligibility.
The MSHP sex offender registration factsheet explains the tier structure and related duties.
The official factsheet capture provides the state framework that the Clinton County sheriff applies during local verification.
| Tier | Verification Frequency | Duration Caution |
|---|---|---|
| Tier I | Annually in birth month | Removal requires a petition under the current law |
| Tier II | Birth month and six months later | Do not assume an automatic end date |
| Tier III | Every 90 days | Check the live statute for any removal route |
Clinton County Offender Distance Rules
Missouri law places a 1,000-foot residence restriction on certain covered offenders under §566.147. Sections 566.148 through 566.150 also set 500-foot presence or loiter rules for certain places and people. These limits do not apply in one broad, identical way to every person on the registry. The offense, status, date, statutory category, and current law can matter. The registry map should therefore be used for awareness, not as a tool to draw legal conclusions from a pin's distance to a school, park, or other site.
Ask the Clinton County sheriff about a suspected local reporting issue. For the text of registration duties and tier verification, use §589.400 and §589.414. The research reflects the law available on July 30, 2026. The Missouri Revisor indicated a change to §589.402 effective August 28, 2026, so later readers should check the replacement text before relying on an older rule.
Note: A registry point can support safety planning, but it does not prove that a distance rule applies to the person shown.
Clinton County and National Registry Searches
The Missouri registry is best for Missouri fields, local status, tiers, and the Clinton County verification office. The National Sex Offender Public Website, run by the U.S. Department of Justice, adds a cross-state layer. That matters when a person may have moved, when an alias crosses state lines, or when a safety check covers more than one jurisdiction. NSOPW searches participating public registries rather than creating a new local record.
The official NSOPW search presents the national entry point for participating jurisdictions.
The captured national search complements the Missouri source when a Clinton County query needs a broader geographic check.
Results can differ because each jurisdiction controls its own public information and timing. When NSOPW and Missouri appear inconsistent, open the source registry named in the result. Then contact the local verification office. For a profile tied to Clinton County, the sheriff can review local registration facts, while MSHP can review the state publication.
Community Notification and Lawful Use
Registry information supports personal, family, and community safety. Read it with care. A public listing does not authorize threats, harassment, vigilantism, or any effort to facilitate a crime. It also is not a finding that a person will commit a future offense. MSHP warns that some information comes from registrants, that not every address can be mapped, and that the agency makes no assurance that every entry is current.
Report a suspected Clinton County registration violation to the Sheriff's Office at 816-539-2156. Send missing or inaccurate state registry information to mosor@mshp.dps.mo.gov, or call MSHP at 573-526-6348. The toll-free information line is 1-888-767-6747. Give the profile and discrepancy, not rumors or assumptions. For an immediate threat, use the proper emergency channel.
Use registry data lawfully: Missouri law makes it illegal to use registry information to facilitate a crime. Never threaten, harass, intimidate, or target a registrant or household.
